Interstate study accreditation treaty
The interstate study accreditation treaty regulates the accreditation system in accordance with the new law. This was ratified by the state parliaments.
Specimen decree (MRVO)
The specimen decree regulates the details of the accreditation procedures in external quality assurance under the new law.
On 21.11.2024, the 1st Conference of Science Ministers adopted an amended version of the specimen decree.(Here you can find the version with amendment markings).
In addition to its amendment resolution of November 22, 2024, the Conference of Science Ministers recommends that the following provisions for entry into force and transitional provisions be included in the amended state ordinances:
- The respective amended state ordinances are due to come into force on 01.08.2025.
- In the period from 01.08.2025 to 31.03.2026, transitional provisions are to apply according to which sections § 11 (1) sentence 1, § 12 (1) sentence 6, § 15, § 17 (1) sentences 5, 6 and 7 as well as § 30 (2) (in the count of the amended ordinance) will still be applied in the version of the non-amended ordinance valid until 31.07.2025.
- From 01.04.2026, the version of the amended state ordinance valid from 01.08.2025 will apply to all paragraphs.
Some questions about the amendment are answered by FAQ 14.2.1 – 14.2.7 of the Accreditation Council.
The new version of the following regulations will only be applied to applications submitted to the Accreditation Council from 01.04.2026:
- Obligation to publish the qualification goals and intended learning outcomes in accordance with § 11 para. 1 sentence 1 MRVO.
- Obligation to publish the course of study, course of study, examination requirements, module descriptions and admission requirements, including the regulations on compensation for disadvantages for students with disabilities or chronic illnesses in accordance with Section 12 (1) sentence 6 MRVO.
- Concept for the consideration of diversity in accordance with § 15 MRVO.
- § Section 17 (1), sentences 5, 6 and 7: Clarification of which rules of procedure apply to system-accredited higher education institutions.
- Approval requirement for bundles of more than four study programmes by the Accreditation Council in accordance with § 30 para. 2 MRVO.
These standards should not be applied immediately because they require additional documents from the higher education institutions or the higher education institutions may have to change processes in order to comply with them. In order to give higher education institutions enough time for implementation, the changes will not take effect immediately.
