Extension application type 06.2: Extraordinary extension of deadlines of accreditation of study programmes in programme accreditation

Applications for extraordinary extensions of accreditation deadlines in accordance with Section 26 (3) sentence 1 of the specimen decree (Standing Conference of the Ministers of Education and Cultural Affairs of 21 November 2024) will be submitted via ELIAS from August 2025. The application type “06.2 Deadline extension for preparation of bundle/system accreditation; extraordinary extension of accreditation” has been extended for this purpose.

Application for (partial) system accreditation

The application documents can now be sorted into standardized categories under “3 Application”. The “5 Application documents” section has also been closed for processing; the uploaded documents are automatically displayed here. Documents can still be uploaded as usual under “Application” or “Conditions”, “Statement”, subsequent submissions can be sent to the application processing department via ELIAS message.

Explanation of the application documents

Each QM system has its own structures, Bodies, functional units, accreditation procedures, processes and terminology. Consequently, the type, scope and designation of the annexes that the higher education institutions submit as part of their application for partial system accreditation, in addition to the accreditation report and the self-evaluation report, differ considerably in some cases.

In the past, the large number of documents submitted per application and the very different ways in which the attachments are prepared have led to considerable effort on the part of the Accreditation Council. In order to support the Members of the Accreditation Council and the processors in the Head Office in quickly gaining an overview of the submitted documents and, if necessary, to be able to find individual documents as quickly as possible, we ask you to upload your attachments to ELIAS according to the specified structure.

The structure of the attachment template is expressly not intended to predetermine and thus restrict the freedom of higher education institutions in the design of their application documents. In this sense, it is of course still possible to submit all annexes in a single annex document linked to a table of contents, or to deviate from the application template in individual cases where a clear allocation is not readily possible.

General information

  1. Please name the files clearly and comprehensibly and do not use any incomprehensible abbreviations.
  2. Please refrain from labeling zip files as “Submission 1 to n”. Such new file variants created in the course of the peer-review procedure are usually difficult to classify. Of interest to the Accreditation Council is the distinction between current and outdated documents, which can then be uploaded under the category “Archive: outdated documents” (see Clause 3.19). Of particular interest are those attachments to which the assessments in this accreditation report refer. If you enclose a statement with updated annexes that were not the subject of the peer-review procedure with your application to the Accreditation Council, please also submit these documents (see Clause 3.10/11).
  3. You can explain the specifics of the application or the application documents in a cover letter. You should give the file an appropriate file name (see section 3.12).
  4. In principle, the Accreditation Council should, as far as possible, have the same (current) documents that were submitted to the experts in the peer-review procedure. In the case of random samples, however, it may make sense to limit the scope of the attachments. What is particularly important here is the documentation of the internal accreditation procedure, including the assessment, the accreditation procedures and the accreditation decision. Should the Accreditation Council require further information on the study programmes examined by random sampling, the Head Office will contact the contact persons of the higher education institution listed in ELIAS in good time.
  5. Please ensure that the same attachment is only ever uploaded once in ELIAS. It is essential to avoid assigning an attachment to several categories.
