“Amendment for quality development at higher education institutions – the 2024 specimen decree”

The event “Amendment for quality development at higher education institutions – the Model Legal Regulation” took place on January 28, 2025.

Content of the event:

On November 21, 2024, the 1st Conference of Science Ministers adopted an amended version of the specimen decree (MRVO). This will have a formative impact on all those involved in quality assurance in teaching and learning. But what exactly will change? What effects can be expected on degree program development, Quality Management and accreditation procedures?

In order to answer these questions at an early stage, the Accreditation Council has invited to an online information event on Tuesday, 28.01.2025 (11:00 to 16:00), which is aimed at higher education institutions, university lecturers, university management, Quality Management in teaching and learning, accreditation agencies, Expert Reports in accreditation procedures, professional practice representatives, students and the interested public.

Representatives of the states will present the changes and answer questions together with representatives from Agencies and the Accreditation Council, among others.

Note on the amendment of the MLR:

In addition to its amendment resolution of November 21, 2024, the Conference of Science Ministers recommends that the following provisions for entry into force and transitional provisions be included in the amended state ordinances:

  • The respective amended state ordinances are due to come into force on 01.08.2025.
  • In the period from 01.08.2025 to 31.03.2026, transitional provisions are to apply according to which sections § 11 (1) sentence 1, § 12 (1) sentence 6, § 15, § 17 (1) sentences 5, 6 and 7 as well as § 30 (2) (in the count of the amended ordinance) will still be applied in the version of the non-amended ordinance valid until 31.07.2025.
  • From 01.04.2026, the version of the amended state ordinance valid from 01.08.2025 will apply to all paragraphs.
